The fresh water supply received on ‘East Camp’ is privately supplied by the Ministry of Defence (MoD). The supply is metered on the RAF St Athan site and invoiced by Ancala Water Services directly to East Vale Residents Company (EVRCL), who then pass on the fresh water charges equally to each property on the estate as set out in the terms of the covenant.
Ancala Water Services issues an annual bill directly to shareholders for the removal of sewage from the ‘East Camp’ properties and this is paid directly to Ancala.
As part of the original sale agreement between the MoD and Annington Homes Limited (“A” shareholder), the MoD were only obliged to provide this ‘base dependent’ service until November 2023.
As such, for the last few years, Annington Homes Limited have been in negotiations with Dwr Cymru Welsh Water (Dwr Cymru) to take over the supply of water into the estate.
In July 2022, Dwr Cymru were on site, carrying out internal inspections of the pipework and water fittings at a select number of homes across the estate.
In February 2023, Dwr Cymru had completed their test drilling on site, obtaining satisfactory results.
Works were due to commence in March 2023, but were delayed and works began on Flemingston Road with Dwr Cymru laying the first new water mains pipes in May 2023.
The new (Dŵr Cymru) and old (EVRCL) water mains will run adjacent to each other and upon connection of the last property to a direct Dŵr Cymru supply, Ancala will terminate the base dependant supply to the EVRCL main, we now estimate this will be in March 2024.
The contractors have be using the old basketball court situated in Clive Road as their operating base. A representative from Dŵr Cymru has also be available at this location to answer any queries from residents.
During the financial year 2023-24, shareholders will not receive a fresh water invoice from EVRCL. Instead the charge for fresh water will be invoiced with the 2024-25 service charge, as we will then be in a position to calculate the water charges (55p per day) for each property up to the date they were / will be connected to the new Dwr Cymru supply.
Please be assured that as and when these works are being carried out, every effort will be made to keep the disruption to an absolute minimum. Further updates will be issued to shareholders as they are received.
